Chief Mate | Pipe-Laying Barge

Experienced Chief Mate C/O needed onboard a Pipe Laying Barge currently located in Azerbaijan. Employment is with our client, a drilling and construction contractor. 

• Job Position: Chief Mate.
• Project: PLBH.
• Location: Azerbaijan.
• Starting Date: ASAP.
• Duration of contract: Open Ended.
• Rotation: 35/35 on/off.
• Working days/ hours: 7 days per week/ 12 hours per day.
• Salary: Please indicate your realistic consolidated monthly wage expectation in USD/ EUR/ GBP. Not paid while on rotational leave, amount is net in your bank account.
• Overtime: Per every extra hour worked beyond above mentioned working hours per day.
• Accommodation and board: Provided on board. 
• Insurances: Provided.
• Travel: In accordance with the Company’s travel policy applicable at the time of the travel and within the booking capabilities of the Company, the latter will provide a prepaid air ticket from the departure airport nearest to the domicile of the Employee to the Work Location at commencement and termination of the employment and at the beginning and the end of each Leave Period. The Employee will be liable for any excess baggage costs.

• 3+ years of experience as Chief Mate onboard an offshore pipelay vessel with 8-point mooring system.
• STCW Reg. II/2 and endorsement. 
• STCW COP: Basic Safety Training Certificate (A-VI/1-1;VI/1-2;VI/1-3;VI/1-4), A-VI/2-1, A-VI/2-2,A-VI/3,A-VI/4-2,A-II/1-A/II-2,A-II/1-A-II/2,A-V/4-1.A-V/4-2.A-VI/5,A-II/1-AII/2.
• OPITO H2S Awareness course, BOSIET, HUET, HERTL 
• DP7 DP induction basic course/ simulator advanced course/ unlimited offshore DP certificate. 
• Capability to supervise and coordinate the deployment, operation, and maintenance of the vessel's 8-point spread mooring system.
• Ability to supervise and coordinate local marine personnel.
• Proven experience managing and directing AHTS vessels during complex anchor deployment, retrieval, and shifting operations.
• Must be able to ensure the symmetrical arrangement of anchors around the barge to maintain absolute structural stability and precise station-keeping against omnidirectional environmental forces (wind and currents) as well as heavy-load pipeline tension during continuous pipelay operations.
• English Language skills required.
• Experience in Caspian Area- desired.
• Ukraine and/ or Russian Language- desired. 

• Responsible for the safety and security of the ship, oversee the deck department and report to the Master, operate on a seagoing ship of 3.000 gross tonnage or more, and able to operate, according with Company Procedures, any NOT DP vessels.
• Be the second in charge of the Master and collaborate with him in the definition and execution of the navigation plans.
• Assist the Master in the safe and efficient General vessel's conduction.
• Act as the Vessel Safety Officer, as defined by SOLAS regulations and Company HSES procedures.
• Act as the Ship Security Officer, as per ISPS Code, whenever required.
• Whenever required, act as BS (barge supervisor) or BCO (ballast control operator) as defined in IMO resolution A. 1079 (28).

• Report to Master, keep watching the Bridge and direct the officers and deck personnel, ensuring that operate with discipline and efficiency according to Company requirements, State, Class, Flag, ISM, ISPS, MLC2006, SOLAS, MARPOL, relevant statutory and client requirements.
• Act on behalf of the Master to ensure that all the crew respect the company policies and standing order.
• Assist the Master during navigation, manoeuvring and operative phases as per Company procedure.
• Propose to the Master to review the operation manual depending on changes to equipment or standard operating procedures.
• Report to the Master unsafe acts/conditions and other issues with implications for safe operation, marine environment and navigability in compliance with HSES procedures.
• Carry out stability and lifting calculations prior to allowing any ballasting, considering if trim, stability and stress of the vessel are within the maximum limit allowed, in accordance with international Rules (Conventions; coordinate movements of cranes and ballasting of the vessel.
• Maintain garbage treatment and record according to Administration rules (flag, local and international) and company policy.
• Liaise with Master for maintain cargo gear certifications and lifting equipment.
• Monitoring trim/heel and the ROV launching operation if required.
• Compile reports as per Company procedures; ensure implementation of the permit to work system and relevant isolation and confined space; oversee implementation of all elements of Ship Security Plan and arrange regular safety drills as per Company procedures and Master instructions.
• Liaise closely with other departments on matters concerning the Company SMS.
• Apply and follow the on board training and drill programme in due time as directed by Company, SOLAS/relevant requirements and Master's instructions.
• Responsible for the Deck Officer and Deck Ratings familiarization Authority.
• Take command of the vessel in the event of the Master being unableto continue in command for as long as that condition persists.
• Have the responsibility of safe working practices and propose changes to the SMS.
• Issue instructions and orders to Deck Officers and Deck Crew.
• Support the Vessel Master with reference to Marine related QMS Tasks (see above) based on received instructions.
• Be responsible for Lifting/Rigging Certification System management and updating based on applicable certification scheme.
• Be the focal point for Class Inspector during Annual Certification Activity.
• Be responsible/coordinate competent personnel during six month internal certification checks.
• Be responsible for Pad Eyes Certification/Mapping/Traceability requirements on board the vessel, in cooperation with Field Engineers as applicable.
• Coordinate with ASSET Project QCC during Vessel Maintenance activities with reference to specification tasks as applicable.
• Report to Master, ensure compliance with the radio watchkeeping requirements of SOLAS and GMDSS regulations.
• Maintain a continuous watch on the dedicated distress, urgency and safety communications, receive weather forecast bulletins and meteorological warnings and other Maritime Safety Information, inform the Master as soon as a distress, urgency or safety communication is received.
