RESPONSIBILITIES
• Ensure compliance with Company policies, Thome Management System (TMS), MLC 2006, STCW 2010, and Flag State requirements.
• Management of assigned vessels/Principals:
o Arrange and coordinate crew travel with appointed Marine travel providers.
o Compliance with Thome Group training matrix applicable each rank/each vessel and ensure compliance with Client’s or Owner’s crew matrix requirements as applicable.
o Selection, recruitment, and rotation planning for officers/crew on dedicated fleet.
o To provide regular crew status update as per specific Owner’s requirement.
o Proactively focus on and ensure retention of own officer pool assigned fleet.
o Crew e-data ownership and admin on assigned fleet in COMPAS.
o Routinely call vessels to discuss personnel matters and welfare on board.
o Verify document compliance by the respective manning agent prior Officers joining (National and Flag State, medicals, D&A, visa’s, etc).
o Co-ordinate annual unannounced drug and alcohol testing for assigned vessels.
o Checking and coding of crew-related costs.
o Assist with monthly crew cost reporting and monitoring by providing qualifying comments/corrective actions on crew cost variance.
o Ensure that the evaluation of marine personnel performance is updated in COMPAS, complete with the comments & signature of the seafarer.
o Monitoring of crew P&I and or medical claim documentation.
o Prepare and keep updated 6 months rotation plan for all officers for each assigned vessel
o Arrange Flag State dispensation where required for assigned vessel/s.
o Arrange training for crew as required.
• Audit and vetting performance preparation in close liaison with in-house Marine, Operations and Technical Department.

DUTIES
• Keep contact with officers on vacation as relevant.
• Set individual SMART goals as agreed each year with Crewing Manager (Offshore).
• Assist the Crew Manager/Deputy Crew Manager (Offshore) prepare the annual crewing budgets for each assigned key account/ Principal.
• Assist the Crew Manager/Deputy Crew Manager (Offshore) prepare and keep updated key account Crewing Strategy and crew cost budget assumption papers.
• Other crew matters as directed by the Crew Manager or Deputy Crew Manager (Offshore).

AUTHORITY
• Authority as directed by the Crewing Manager (Offshore) to act in accordance with his/her responsibilities to ensure the efficient administration of all crew administration functions safely, within regulations and as per Company procedures
REQUIRED QUALIFICATIONS AND EXPERIENCES
Education and qualification
• Diploma or GCE ‘O’/‘A’ level with experience in Crewing Operation.
• Proficient in English
Experience
• Crewing Executive (Offshore), Minimum 1 year experience in crewing operation
• Senior Crewing Executive (Offshore), Minimum 3 years’ experience in crewing operation
• Experience in crewing Offshore vessels, recommended crewing experience on various types of offshore vessel particularly those hired under charters.
