RESPONSIBILITIES
· The Marine Health and Safety Superintendent supports the implementation of OSM Thome’s Marine Health & Safety (MHS) strategy by contributing to risk management, regulatory compliance, and continuous improvement across fleet and office operations. This role assists in training, audits, data analysis, and the development of safety campaigns and procedural updates. Working closely with Business Units, the Superintendent monitors HSEQ performance, follows up on incidents, and helps ensure readiness for external audits and vetting requirements. As a key link between operational teams and the corporate MHS function, the Superintendent promotes safety culture, supports regulatory alignment, and helps drive consistency in MHS practices throughout the organization.
DUTIES
· Support the implementation of the MHS strategy by monitoring KPIs, analyzing HSEQ performance trends, and contributing to the Annual Operating Plan (AOP); review and align HSE initiatives across Business Units in collaboration with DPAs.
· Conduct HSEQ training and familiarization sessions for office and fleet personnel; liaise with office teams to support Health & Safety compliance and provide CMS HSEQ system training.
· Assist with development, dissemination, and follow-up of monthly safety campaigns, circulars, alerts, and experience feedback, including Safety Flashes, Instructions to Masters, and contributions to the HSSEQ Gazette.
· Participate in and support internal and external audits (TMSA, DOC, ISO, DBMS); assist with gap analyses, audit preparation, and closure of non-conformities across fleet and office environments.
· Conduct or assist in onboard Marine & HSEQ audits, maintain emergency and crisis contact lists, and oversee updates to the standard publication list.
· Perform ongoing review and support updates to TQM manuals, risk assessment libraries, and Master System Review findings; initiate, track, and maintain Management of Change (MoC) entries related to Marine H&S documentation.
· Monitor and assess new and upcoming regulations from IMO, Flag States, and maritime bodies (e.g., PSC MOUs), and evaluate PSC trends across the fleet to support creation of action plans focused on navigation, mooring, and cargo safety.
· Contribute to high-severity incident investigations and ensure follow-up actions are carried out; assist in collecting relevant data and ensuring lessons learned are integrated into procedures and training.
· Collaborate with IT and digitalization teams on the development, testing, and validation of HSEQ tools and dashboards; support data integrity and usability.
· Serve as a support resource in nominated Subject Matter Expert (SME) groups and assist in cross-functional collaboration to promote safety, compliance, and procedural improvement.
AUTHORITY
· Make decisions and act on behalf of the company within the scope of duties defined under this role.
· Not authorized to sign financial commitments or enter into contracts on behalf of OSM Thome or vessel owners.
· Exercise authority in accordance with the Company Authority Matrix.
REQUIRED QUALIFICATIONS AND EXPERIENCES
· Bachelor’s degree in Marine Engineering, Maritime Studies, Master Mariner or a related field
· Prior experience as a senior officer on vessels, preferably on tankers, combined with shore-based roles in marine assurance, quality systems, or vetting coordination; Marine Superintendent in a reputed in Shipping Company handling HSEQ functions is a strong advantage
· Senior Group Marine Health & Safety Superintendent: Ideally a proven track record for a minimum of 2 years in a shore-based shipping company will have an advantage.
· Group Marine Health & Safety Superintendent: Ideally a proven track record for a minimum of 1 year in a shore-based shipping company will have an advantage.
· Understanding of ISM, ISPS, MARPOL, SOLAS, ISO 9001 and industry frameworks such as OCIMF, CDI, and RightShip.
· Ability to drive continuous improvement and analyze trends to enhance fleet performance and readiness.
