Contribution and Aim:
The Deputy Recruitment Manager supports the Recruitment Manager in overseeing the day-to-day operations of the recruitment team to ensure the timely sourcing, selection, and hiring of qualified seafarers in line with fleet requirements, client expectations, and regulatory standards. The role drives operational efficiency, supports team performance, ensures compliance with recruitment processes, and contributes to maintaining a strong and sustainable talent pipeline.
Key Responsibilities and Roles:
Team Leadership & Daily Operations
- Support the Recruitment Manager in leading and managing a team of recruiters and recruitment assistants to achieve recruitment targets across vessel types and ranks.
- Allocate hiring requirements and monitor team productivity to ensure high-quality recruitment service delivery.
- Drive team performance, engagement, and accountability.
- Ensure employees possess the necessary competencies to perform their duties and responsibilities effectively.
- Ensure compliance with recruitment procedures, service-level agreements, and established timelines.
Recruitment Operations
- Oversee the end-to-end recruitment process, including job posting, applicant screening, interviews, candidate selection, and document verification.
- Source, interview, and endorse qualified applicants to meet customer crew requirements.
- Develop and maintain a continuous pipeline of qualified candidates to support current and future workforce needs.
- Ensure candidate qualifications, certifications, and experience comply with company and customer requirements.
- Collaborate with Crewing Operations to forecast manpower requirements and fill urgent vacancies.
- Ensure recruitment practices comply with international maritime regulations, flag state requirements, and local labor laws.
- Conduct market studies and benchmarking activities and provide recommendations as required.
Branch Operations
- Oversee day-to-day operations of the Cebu office, including office maintenance and administrative functions.
- Provide operational updates and coordinate with the Cebu or Manila office as required.
- Ensure compliance with local regulatory requirements, including business permits, DMW, and other statutory obligations.
- Build and maintain relationships with local training centers, maritime associations, and external partners to expand and strengthen applicant sourcing channels.
Stakeholder Coordination
- Coordinate with internal stakeholders to align recruitment requirements and provide regular progress updates.
- Support customer audits and address inquiries related to crew sourcing and recruitment activities.
- Implement corrective and preventive actions to address operational and performance-related issues.
Reporting & Continuous Improvement
- Monitor and report key recruitment performance indicators (KPIs).
- Review and enhance recruitment processes to improve efficiency, scalability, and alignment with business objectives.
- Analyze recruitment data and generate reports to identify trends, challenges, and opportunities in talent acquisition.
- Support recruitment campaigns and employer branding initiatives to attract and retain talent.
Required Qualifications Summary
Bachelor’s degree in Maritime, Business Administration, HR Management, or a related field, with strong leadership, communication, interpersonal, and organizational skills. Proficient in Microsoft Office and online platforms, with effective negotiation capabilities.
Required Experience Summary
Minimum of 2 years of recruitment management experience with strong background in recruitment and headhunting. Experience in maritime recruitment is an advantage, with a proven ability to build and maintain a strong applicant pool.
