DUTIES
• Assist the vessel management teams in implementing and maintaining a safe operational standard in compliance with Total Quality Management (TQM) as well as international marine regulations for the vessel assigned
• Cooperate with the vessel management team regarding the HSEQ operations of the vessels and keep the DPA informed
• Assist in monitoring and maintaining fleet Health, Safety, Environmental and Quality (HSEQ) operating plan (AOP)
• Assist in creating and disseminating HSEQ Campaigns and update as required
• Assist in the audit and inspection findings analysis for the fleet
• Assist in preparing management review and analysis
• Conduct nominated risk-based audits of all operations with a particular focus on compliance with internal procedures
• Assist in building skill sets in the crew and officers employed on the fleet by identifying competence gaps onboard vessels
• Educate, mentor, and assist the OSM Thome crew to handle any safety management and security-related matters about their position or rank
• Drive OSM Thome safety culture and improvement by acting and engaging with crew and other staff
• Assist with incident investigations and other hazardous occurrences
• Participate in the crisis management and emergency drills as required
• Review the Risk Assessments prepared by the vessels in the computer management system, and if required, provide feedback to the vessels
• Pool competency development:
Monitor the cadet training program
Participate in the officers' promotion process and provide feedback
Provide the feedback obtained during the sailing visits on the crew
• Training
Onboarding process: Briefing of crew and officers before joining
Debrief officers post sign off
Maintain records of the feedback provided by the crew and officers
Development of specific training requirements and objectives for TM, based on feedback from the fleets
Review the Competence Management System and tests
Conduct in-house courses for the fleet
Owner-specific circulars and directives
Develop lessons learnt from incident modules
Safety management and risk management systems
Course audit of fleet-specific trainings delivered by third-party institutes
Monitoring the compliance with the competence management system (OLP)
Monitoring of the CBT status of each vessel and follow-up

AUTHORITY
• Independent feedback on HSEQ, vessel’s operations and conduct aspects from the fleet
• Assess risks, maturity of the control environment, and contribute to increased performance related to HSEQ.
• Give relevant advice for the auditee to comply with the Management System, company policies and relevant regulations
• Authority as per the Company authority matrix

REQUIRED QUALIFICATIONS AND EXPERIENCES
• Class 1 Certificate of Competency or Class 2 Certificate of Competency and University Qualification
• Sailing Experience at the management level
• IMO model course 6.09 Training course for instructors
• IMO model course 1.30 Onboard assessment
• Risk management, incident investigation and root cause analysis
• Internal auditor of integrated management system, ISO 9001, ISO 14001, ISO 45001
• Strong oral and written communication skills in English, including strong presentation skills
• Strong organizational and time management skills
• Computer skills, including Microsoft Office suite
• Ability to collaborate across business entities easily, while maintaining a drive for results
