RESPONSIBILITIES

  • The Marine & HSEQ Manager leads the Marine Department and ensures that company marine & hseq comply with the ISM Code, RIGHTSHIP, DBMS, flag state, and Ore major requirements. The role supports the consistent application of company procedures, fosters interdepartmental collaboration, and promotes continuous improvement in safety, quality, and operational standards.

DUTIES

  • Lead the Marine & HSEQ Department and ensure effective allocation and utilisation of departmental resources in alignment with business priorities and safety-critical requirements.
  • Plan and chair regular Marine Department coordination meetings with Marine Superintendents in the BUs to promote uniform understanding and execution of procedures, including attendance in take overs of vessels.
  • Maintain, monitor and promote, while continuously improving company marine & hseq operation procedures in compliance with the ISM Code, RIGHTSHIP, DBMS, flag state, and Ore major standards, ensuring alignment with Total Quality Management (TQM) and company policies. This includes Flag and Port State Controls coordination and follow up until closure.
  • Promote procedural compliance onboard and ashore, monitor implementation of revised company standards, and support continuous improvement of marine safety and quality systems.
  • Support the planning and execution of internal vessel audits in cooperation with DPA, ensuring that corrective actions and learning points are implemented effectively.
  • Monitor the operational performance of Navigation, Cargo Handling, and Mooring, act as a member of the Subject Matter Expert Group (SME), and provide input to Management Review processes, including KPIs and performance indicators (PIs).
  • Support the BU’s Management of Change (MOC) process by evaluating marine risks and their consistent application throughout ship and shore operations. Review the Marine & HSEQ related SMS as required and propose changes.
  • Facilitate interdepartmental cooperation by supporting other teams (e.g., BD, Crewing, MQA) and ensuring integration of marine knowledge in projects, training, and operational development.
  • Contribute to the development of learning strategies and training needs for key shore-based marine personnel in support of operational safety and competence development.
  • Assist assigned vessels during emergencies and actively participate in the company’s shore-based Emergency Response Team, performing designated roles and responsibilities as directed.
  • Lead and coordinate marine-related support during vessel emergencies, acting as part of the company’s Emergency Response Team and ensuring that assigned personnel perform their roles effectively in line with established procedures.

Addendum – Vetting Responsibilities (Marine & HSEQ Manager)

In addition to the core duties outlined in the Marine Manager job description, the role also includes responsibilities related to ship vetting activities, as applicable within the Business Unit. These include:

  • Support the development and implementation of vetting-related procedures and ensure alignment with company policies and industry standards.
  • Coordinate and follow up on vetting inspections in accordance with Charter Party requirements, working closely with Vetting Coordinators, Vessel Managers, and shipboard teams.
  • Assist vessels in preparing for inspections and provide guidance to ensure professional handling and timely closure of findings.
  • Maintain communication with Ore and Bulk Majors, vetting bodies (e.g. RightShip), and Commercial Operators to support vetting compliance.
  • Ensure the accuracy and upkeep of vetting-related records, including RIGHTSHIP, DBMS ,88 dry, and Crew Matrix.
  • Maintain the overview for DOC scores and all RightShip status of the fleet. Ensure that DOC & vessel safety scores are maintained to trading requirements.
  • All Inspections (PSC/Rightship/vetting) and closeouts vetted and submitted on time.
  • Stay informed on relevant vetting developments and contribute to continuous improvement in vetting performance.

AUTHORITY

  •  Make decisions and act on behalf of the company within the scope of duties defined under this role.
  •  Sign letters, reports, and official correspondence necessary to fulfil obligations under the ISM Code, SMS, and relevant ISO standards.
  •  Not authorized to sign financial commitments or enter into contracts on behalf of OSM Thome or vessel owners.
  •  Exercise authority in accordance with the Company Authority Matrix.

REQUIRED QUALIFICATIONS AND EXPERIENCES

  •  Bachelor’s degree in maritime studies or a related field.
  •  Master Mariner or extensive experience as a Senior Officer
  •  At least 5 years’ experience in handling commercial merchant shipping
    •  Senior Marine Manager: Ideally a proven track record for a minimum of 2 years in a shore-based shipping company as marine manager will have an advantage
    •  Marine Manager: Ideally a proven track record for a minimum of 3 years in a shore-based shipping company as marine superintendent will have an advantage.
    •  Assistant Marine Manager: Ideally a proven track record for a minimum of 2 year in a shore-based shipping company as marine superintendent will have an advantage.

  •  Knowledge of the International Safety Management (ISM) Code, ISO 9001/14001 & 45001 and other relevant regulations.
  •  Excellent communication and interpersonal skills.
  •  Fluent in written and spoken English.
  •  Ability to work independently and as part of a team.
  •  Proven experience with industry audits and vetting processes across different vessel operations
  •  Experience with conducting strong Incident Investigation reports for high-severity incidents.
