RESPONSIBILITIES

• Responsible for Maintaining all Marine, Vetting standard on board assigned Tankers. Implement and maintain a safe operational standard in compliance with Total Quality Management (TQM) as well as International Marine regulations for the vessel assigned.

• Ensure a good dialogue and cooperation with the charterers, Oil Majors, commercial operators, owners and other parties involved in the operation of the vessels. Cooperate with vessel management team regarding the marine operations of the vessels and keep the Marine Manager informed.

• Coordinate all marine operations of vessels and act as support to the Marine Manager and Business Unit in all matters to marine operations.

• Support the Business Units in the achievement of the company’s KPI figures.

DUTIES

• Ensure that cargo and ballast procedures are properly implemented onboard and randomly verify cargo/ballast plans for compliance with all safety aspects.

• Ensure that Navigation practices and procedures meet company requirements and industry standards and are effectively implemented through the implementation of suitable controls (like random sampling of passage plans), equipment and training. Guide vessels on Navigation aspects including heavy weather as required.

• Monitor vessel operations for compliance with the company policies and procedures, ensuring that it is effectively implemented on-board. Ensure implementation of OSM Thome’s Policies and procedures on the new vessels.

• Assist and advise the vessels for issues related cargo holds, port operations, anchoring & mooring operations.

• Co-ordinate and arrange for SIRE, CDI, Right ship & external inspections of vessels as applicable and follow up on the closure of the findings.

• Co-ordinate Flag State Inspection (FSI) and Port State Control (PSC) inspections and follow up on the closure of the findings.

• Attend vessels to conduct Marine Inspections, pre-vetting inspections, vetting assistance, charterers & owners’ inspections and Internal audits (if required). Ensure follow up of all deficiencies noted during vessel attendance is recorded and filed in the Computerized management system and followed up.

• Ensure all OCIMF, Q-88, Oil Major Vetting Inspections Database and other vessel information questionnaires are maintained up to date at all times, including all certification and vetting status updates.

• Investigate the incidents/injuries and other hazardous occurrences as per the company procedures.

• Review and close out the monthly safety report, near misses, STOP cards and other reports as required.

• Designated member of the crisis management team for the assigned vessels. Assist, arrange and coordinate tabletop exercises and emergency drills.

• Review the Risk Assessments received from the vessels, escalate to the management team if required and provide feedback to the vessels.

• Ensure the system remains functional and fit for purpose by facilitating the Management of Change Process along with other business unit’s counterparts.

• Assist in preparation, implementation and maintenance of office and vessel’s contingency plans.

• Assist the vessels in handling the issues relating to Environmental compliance, Cargo fixtures, cargo off-spec and PNI, Cargo operation and tank preparation, use of PPE during cargo and tank preparation.

• Assist in periodical management review of TQM, record findings from the reviews and propose actions if necessary.

• Make performance evaluations of Masters and Chief Officers assigned to the vessel under supervision.

• Provide input to the Manning Department on recruitment of Senior Officers for the assigned vessels. Briefing and interview of the senior officers before recruitment on-board.

• Assist in taking over/handing over of the vessels as required.

• Carry out other work as directed by the Marine Manager.

REQUIRED QUALIFICATIONS AND EXPERIENCES

• Class 1 Certificate of Competency.

• Class 2 Certificate of Competency and University Qualification.

• Auditor ISM, MLC and ISPS codes.

• Strong oral and written communication skills, including strong presentation skills.

• Fluent in both written and spoken English.

• Strong organizational and time management skills.

• Computer skills, including Microsoft Office suite.

• Ability to collaborate across business entities easily, while maintaining a drive for results.

• Sailing Experience at the management level.

• Experience in risk assessment & management, auditing, incident investigating and mentoring.

• For senior role, additionally to have at least 24 months shore-based experience as Marine Superintendent.
