- Living allowance: AOA 1.305.000 per month (paid considering the effective days of presence in Angola, days off and travel days are excluded
Requirements/Qualifications/Competence:
- Proven experience in overseeing pre-commissioning, commissioning, start-up, testing, and operational phases of production facilities.
- Familiarity with QA/QC procedures, fire-fighting systems, HSE controls, integrated control systems, and production strategy development.
- Ability to analyse spare parts reliability and inspection requirements for safe, cost-effective operations.
- Strong aptitude for interfacing with cross-functional teams—engineering, licensors, vendors, subcontractors.
- Skilled in problem-solving, including root-cause analysis and HAZID/HAZOP risk assessments.
- Experience supporting bids, proposals, and new-production-facility commissioning.
- Proficiency in reviewing and updating technical documentation, manuals, procedures, and standards.
- Collaboration skills to coordinate changes with Procurement, Engineering, Maintenance, and HSE teams.
- Proficiency in English.
Tasks:
- Execute technical assignments under the Project Commissioning & Operation Lead across pre‑commissioning, commissioning, start‑up, testing, training, and operations.
- Ensure all activities comply with HSE requirements and support PSSR and HSE meetings.
- Conduct regular field inspections for safety and quality, reporting and documenting findings.
- Assist in preparing progress reports and operational plans.
- Troubleshoot technical or HSE issues beyond standard operational capacity.
- Lead root‑cause investigations and draft operational incident reports affecting safety, systems, or production.
- Capture, share, and standardize effective solutions across similar facilities.
- Provide technical guidance during operations to help meet performance targets and optimize resources.
- Liaise with Corporate Engineering and Procurement regarding operational technical concerns.
- Coordinate shutdown maintenance planning with Maintenance (budgeting, staffing, materials).
- Manage post‑commissioning design changes, coordinating HAZID/HAZOP and change control with HSE.
- Support proposal and bidding efforts by evaluating operational technical needs.
- Ensure smooth handover of leased facilities: create punch‑lists, update documentation, validate commissioned/energized systems.
- Review, update, and annotate operating manuals and standard procedures based on operational feedback.
- Participate in development of commissioning documentation: test‑run procedures, system dossiers, and operations manuals.
- Attend design and safety reviews (e.g., HAZOP, 3D‑commissionability workshops).
- Verify commissioning spare‑parts and consumables lists, prepare purchase requests, and perform technical evaluations.
