RESPONSIBILITIES
• Procurement Strategy Implementation
Ensure the execution of procurement strategies set by the company and the purchasing department, ensuring alignment with overall business goals and objectives.
• Oversee Marine Procurement Process
Oversee and manage the day-to-day operations of the purchasing team, ensuring tasks are completed efficiently and in line with company policies.
• Supplier Management
Monitor and ensure compliance of team members in the usage of contracted suppliers on day to day purchasing operations.
Management and approval of new supplier registration.
Maintain strong working relationships with suppliers and ensure quality products are delivered on time.
Continuously monitor supplier performance to ensure compliance with contracts and service level agreements (SLAs).
• Stakeholder Management
Foster and maintain productive, performance-driven relationships with key stakeholders to ensure smooth procurement processes.
Communicate and collaborate with key stakeholders, both internal and external, to ensure that procurement requirements are met, and company objectives are supported.
• Operational Performance Management
Monitor team performance, identify areas for improvement, and implement resolution to maintain a high level of purchasing service delivery to stakeholders.
• Employee Welfare & Development
Assist the Purchasing Manager in providing guidance, training, and support to all Purchasing members to ensure their professional development.
Initiate regular team engagement & activities to solidify teamwork and camaraderie within the group.
• Continuous Improvement Initiatives
Continuously analyse and improve purchasing process to increase efficiency and reduce costs.
Spearhead strategic purchasing projects and activities in line with the departmental goals and objectives.
• Ensure Compliance with Regulations & Sustainability Initiatives
Ensure all purchases meet industry regulations, quality standards, and maritime safety requirements.
Stay updated on maritime laws and regulations, ensuring compliance with import/export laws and environmental standards.
Promote and source environmentally sustainable products and services in alignment with the company’s sustainability goals.

DUTIES
• Drive departmental initiatives in line with the company’s goal & objectives, strategies, and policies.
• Manage a team of Purchasing Supervisors dedicated in providing operational support to identified technical management fleets.
• Monitor, track, and develop the overall performance of the team. Conduct regular performance discussion and appraisal to ensure alignment with the goals of the organization.
• Assess, identify, and execute employee developmental plan in collaboration with Human Resources Department.
• Conduct regular coaching and mentoring with subordinates to further enhance employee engagement and development.
• Facilitate conscientious planning in employee allocation, movement, and workload distribution.
• Act as the second level of escalation in resolving Customer escalations / complaints.
• Spearhead fleet group initiatives which include but is not limited to bulk buying, fleet group supply, and quarterly storing.
• Proactively manage, drive, and monitor stakeholder relationships by engaging on regular operational reviews, alignment, and dialogues.
• Evaluate and Approve request for new Supplier Registration.
• Administer and conduct Annual Supplier Assessment.

AUTHORITY
• The Technical Purchasing Manager has authority as directed by the Managing Director to take the required actions ensuring high levels of customer satisfaction.
REQUIRED QUALIFICATIONS AND EXPERIENCES
• Bachelor/College Degree of any related course, preferably in Engineering.
• Minimum of 10 years of experience in the Maritime Purchasing industry, with 5 years leadership role.
• Strong leadership abilities
• Solid understanding of international supply chain processes.
• Strong proficiency in English, both written and verbal.
• Highly motivated, structured, and quality-focused individual, with strong initiative and excellent interpersonal skills.
• Able to thrive in high-pressure and fast-paced work environments, with a keen eye for detail and accuracy.
• Strong-minded with a resilient and robust personality.
• Capable of identifying and resolving issues efficiently.
